Rattle can paint job right over the decals.jpg
The idiot cousin tried to "repair" the bike himself. He used rattle can spray paint directly over the original decals without any prep at all. There is overspray everywhere. He didn't bother to take any of the bodywork off first, so half of the frame rails are sprayed white, and so is anything behind or under it.
